Rendera is an open-source painting program. It was primarily designed with photo restoration in mind, but is also useful as a general painting application. Brushstrokes are rendered after being drawn, allowing for slower, non-realtime calculations to be applied without interfering with the mouse or tablet response.

Potrace is a tool for tracing a bitmap, which means, transforming a bitmap into a smooth, scalable image. The input is a bitmap (PBM, PGM, PPM, or BMP format), and the default output is an encapsulated PostScript file (EPS). A typical use is to create EPS files from scanned data, such as company or university logos, handwritten notes, etc. The resulting image is not 'jaggy' like a bitmap, but smooth. It can then be rendered at any resolution.

Inkscape is a drawing and painting tool similar to Illustrator, CorelDraw, and Xara X, but with features, new tools, and interface style of its own. It emphasizes the W3C standard Scalable Vector Graphics (SVG) file format, but reads and writes a wealth of other formats including PDF, so it is an easy complement to your other graphics and desktop tools. Krita is a KDE program for sketching and painting, offering an end-to-end solution for creating digital painting files from scratch by masters, is available for Linux and Windows and here you can find all the features that Krita has for you. Krita has a user-friendly interface. In Settings you can choose the color theme, which toolbars and dockers you want to use and edit the keyboard shortcuts. You can save a given set of dockers as a workspace and switch between them.
Digitizer will convert any image into a colorized textual representation of that image. The result is a neat effect and can be very stunning and beautiful given the right image and options. You are encouraged to experiment with the settings and create a new work of art from an existing work of art. Digitizer runs as a wizard. The first page will allow you to select the source image, and provide you a preview of that image. The next page contains all of the output settings such as size, font, and colors.
Picturenaut is a HDR imaging software that enables you to create High Dynamic Range images from your bracketed exposures. Simply select the input images (at least 3) and the program will blend the exposures into a HDR image with automatic exposure correction, image alignment and optional color balancing. You can then further tweak the result by adjusting the tone mapping to create the effect you are looking for.
